You must have a live site with a connected domain for courier integrations to work.
Orders available to an courier integration would be either "paid unshipped" or "ready to ship"
You can set your orders status to ready to ship set via the Shipping Icon (Truck/Van Icon) that appears in the list of options to the right of the order number when viewing your orders.
Alternatively you can get to the shipping options by viewing the order by clicking on the order ID number in the orders list, then clicking the Shipping button at the top of the popup window that appears.
